The goal of the reform is to solve the problems of hollowing out villages and too small and scattered village-level organizations to achieve effective rural governance.
In this reform, the former Chengang Village, Hedi Village, Xiaohu Village, and Wangchen Village of Mawan Town were merged and changed to "Huayi Village". Adjustment efforts are greater in the city.

9 years of bad debts finally came to an end
In August 2018, led by the former Chen Gang Village Party Secretary Wei Chouxian, the four village teams joined together to form a preparatory committee.

What is the reason? The Preparatory Committee was determined to publish a list of the fees owed by each household in accordance with the local land contract fee standards.

In October 2018, the "two committees" of Huayi Village were elected. Wei Chou first served as the village party branch secretary, and the former Hedi village party secretary Wei Qunbing served as the village committee director.
The new team made a comprehensive inspection and listed 10 practical things for the new year. The focus is still on Xiaohu.
Water is the lifeblood of agriculture. The Yongyi Canal, built in the 1970s, is 6 kilometers long and flows through Chengang and Xiaohu.
The channel has been silted for many years, the water quality is foul, and the waterweed grows madly. In May 2019, the village invested 200,000 yuan to clear Yongyi Canal. Green water surrounds the village, and the beauty is reproduced.
Electricity is necessary for farmers' production and life. After the start of the year, the village overhauled the domestic electricity consumption in Xiaohu District and re-established a production electricity line. Everyone has no worries about electricity.
Road is the foundation of agricultural development. The village rammed and repaired the 3 km production road in Xiaohu District, paved with 100 carts of stones. The peasants' carts and carts went directly to the field, and there was no pain in moving.
There is a broken road between the former Xiaohu Village and Hedi Village, which is about 900 meters long. "Tianqing has a knife, it's a mess when it rains." When Xiaohu villagers go to the neighboring town of Qianyi, they have to bypass the Mawan Township and take an extra 5 kilometers. The new team decided to invest more than 400,000 yuan to break the road.
In May 2019, a new 3.5-meter wide cement road links the small lake and the river embankment. On the day of the opening, Zhong Lazhi, a villager in his 70s in Xiaohu District, couldn't help but be excited. He invited a group of old sisters at the intersection and lit a 5,000 firecrackers.

It turned out that in 2017, Wei Qunbing led five farmers in the former Hedi Village to form Xinrui Aquatic Cooperative, which planted 200 acres of shrimp and rice. Wei Qianghua also planted more than 30 acres of shrimp and rice in the small lake. In comparison, in their own fields, no one has a high yield of shrimp, and the selling price is a fraction. Now that the four villages are merged, Wei Qianghua wants to join Xinrui Cooperative.

Farmers in the small lake came in, farmers in Chengang came in, and the crawfish from Xinrui Aquaculture climbed quietly across the field, and soon expanded from 200 acres to 1,200 acres.
Uniform supply of shrimp fry, unified technical guidance, and unified product sales. In the strong sales season in 2019, Xin Rui starts at more than 30,000 shrimp a day. It's busy, so busy.
Wei Qianghua calculated that this year's output per acre will increase by a hundred catty, and the selling price will be one or two yuan higher.
Zhihe Aquatic Cooperative, which originally belonged to Chen Gang Village, has expanded its shrimp and rice area from over 200 acres to nearly 700 acres.
Established in 2013, Hongfeng Planting Cooperative has been engaged in agricultural machinery services. Originally clinging to a small lake, he always had bumps with his neighbors. After the merger of the four villages, the service area was expanded, and village cadres coordinated, and the cause was much smoother. Recently, the cooperative also introduced a college student to develop the flower industry.
Hecun is right
In mid-December, the reporter interviewed in the village of Huayi. I saw on the civil wall that the 10 actual developments were marked one by one. The village-level financial income and expenditure were clearly written. The village cadres were on duty every day.
Wei Guohua, chairman of the Hongfeng Cooperative, said that Chen Gang has a high terrain and a small lake has a low terrain. In the past, after a heavy rain, the small lake in the downstream was drained quickly, blocking the opening and closing gates of the Yongyi Canal. As a result, the water of the small lake was drained and Chen Gang was flooded instead. The two villages also fought for this. This year's drought in autumn, the small lake pumping station from Huayan Lake suddenly broke down. More than 1,000 acres of shrimp and rice fields opened in Zhangkou to drink water. The village uniformly dispatched water from Chengang to the small lake and solved the shrimp and rice. Anxious.
Yang Fanghong, an old party member in the Xiaohu area, said that this year the government used the money to transform ten villagers into dangerous houses. The village first held a villagers' meeting and everyone nominated; after the list was confirmed, the list was announced. Dangerous house reconstruction is divided into four levels of ABCD, and the subsidy standards are high or low. Whoever A and B, the two village committees investigated the facts and graded them according to the facts. They were also made public and subject to supervision. "Fair and transparent, flat and smooth, people are convinced!" He said.
"To change the toilet in rural areas is a difficult task," he also said, losing village cadres and working from door to door, and some people were unwilling to pay even hundreds of dollars in wages. Today, more than 300 households have changed toilets in the village.

New energy for rural revitalization

By whom does the village rejuvenate? Rely on people, rely on capable and responsible leaders. However, the population size of many administrative villages is too small, and the large outflow of talents makes it difficult or impossible to select candidates, which seriously affects the functioning of grassroots organizations. Merger adjustments have expanded the number of candidates for selection and employment, and it is possible to select outstanding leaders for rural development in a wider range.
The administrative village itself is a body of interest. Too small and too scattered, each with its own policies, can easily lead to water system fragmentation and road blockage. It can also cause serious debts to infrastructure construction and directly affect the quality of life of the people. Merging adjustments and concentrating efforts on major issues are conducive to the unified planning and implementation of infrastructure construction and the improvement of public service levels.
With the development of society, the mechanization of agricultural production and the socialization of services are an inevitable trend. Large-scale operation and continuous planting are inevitable requirements for the development of productivity. Villages (houses) are too small and scattered, obviously not compatible with this trend and requirements. Only by merging and adjusting and realizing the optimal allocation of productivity factors can the rural industry prosper.
