Living and living, bearing the people's simple expectations and dreams. The Central Economic Work Conference pointed out that it is necessary to increase housing security for the urban poor, strengthen urban renewal and upgrading of existing housing, do a good job in urban old quarters, and vigorously develop leased housing.

On February 1, 2019, when General Secretary Xi Jinping visited and condolenced the grassroots cadres in Beijing, he emphasized that the Party Central Committee is very concerned about the transformation of the old city and shantytowns. It is to make everyone live more comfortable, a better life, and solve practical problems that everyone cares about Let everyone live a modern life in Hutong.

Now, warm heart is exchanged for comfort, wisdom guarantees safety, well-being guards happiness ... In the shed reform area, more and more new things about people's livelihood are written, warming and caring for more people's dream of living and living well.

Warm heart change, people are more comfortable

"The old bungalow has finally been demolished and is waiting to move to a new house!" In the chemical street of Daowai District, Harbin City, Heilongjiang Province, 65-year-old Li Fengqin said happily in the temporary rental house, saying goodbye to the "40s" old house. Her long-cherished wish has finally been fulfilled.

Daowai District is one of the four main urban areas of Harbin. The south side of Dongke Street, where Li Fengqin is located, has more than 2,000 households and is a relatively large-scale concentrated shanty town. Dangerous houses are damaged, streets and roads are congested, sewage flows ... the infrastructure here is old, the sanitary conditions are poor, the fire hazard is great, and it becomes a "urban sore".

The original old house was more than 70 square meters. Because of the low terrain, as long as it rains, the rain will be poured in. Li Fengqin recalled that in the winter, due to the aging of the pipeline, it was easy to break and often had no water to drink.

With the improvement of living standards, many residents have chosen to move away in recent years, and the willingness of the entire community to move is very strong.

In order to promote the collection of shantytowns, in early November, Daowai District set up a headquarters at the collection site, including 16 working groups including relocation acceptance, signing of agreements, assistance and rescue, and gangster removal. Have a scheduling meeting every night to sort out problems, clear directions, and carry out targeted work.

In order to ensure that the masses understand the policy, the headquarters not only set up "understanding cards" and flowcharts on the spot, but the working groups also often entered the house, patiently talking about policies and calculating small accounts. The local people can choose various resettlement compensation methods such as monetary compensation, property right exchange and monetized resettlement.

Aiming at the problems that some owners are unclear and the houses cannot be moved and accepted, the Daowai District uniformly carries out notarization and demolition, which not only guarantees the legitimate rights and interests of the masses, but also accelerates the speed of project collection.

Due to the large number of poor people in the shantytowns, especially the low-income households and disabled households, Daowai District launched the "Love Customization" service, which provided services such as free removal and assistance in notarization procedures. "I'm not healthy. I moved this time thanks to these good cadres." Jin Chunzi, a 62-year-old resident and a lonely and difficult family, is the beneficiary of this heartwarming service.

Intimate policy, warm action. Du Ping, deputy head of the Daowai District, said that in just 35 days, the relocation of 2390 households on the land had been completed, and the living conditions of the people had been effectively improved, and they had a quality life.

The shed reforms with strength, speed, and temperature are being actively promoted in various places. According to the latest data from the Ministry of Housing and Urban-Rural Development, as of the end of November 2019, 3.15 million sets of shantytowns had been renovated nationwide, with an investment of 1.16 trillion yuan, which exceeded the target of 2.89 million new units started in the 2019 national shanty town reform plan .

Smart new home, safer life

Dropping objects at high altitudes is a big problem that urban communities, especially old communities, are facing. Not only are residents worried, but community workers are also feeling a "headache."

Qingheju Community, Qingshan District, Wuhan City, Hubei Province is located in the largest industrial shed reform area in central China, and it is also Wuhan's largest public rental housing cluster. Over the past year, the "wisdom changes" that have taken place here have significantly improved the safety hazards "overhead".

"Comrades, you can't throw things at high altitude. There are probes here. They are seen and caught. They are responsible." Community volunteer Li Wanyun seriously reminded several tenants who just moved in. But what gave Li Wanyun more confidence was the high-altitude parabolic monitoring.

"It was very casual for residents to throw things downstairs. It was a great threat to the safety of residents," said Li Wanyun.

According to reports, the resident population of the Qingheju community is 8230, of which 85% are residents and public renters, and 15% are university graduates who live in college apartment buildings. "This has brought a lot of distress to community management." Xu Xingguo, deputy director of the local police station, said that some people throw garbage at home casually, and some are drunk and throw empty bottles. It is difficult for the police to verify and mediate.

In November last year, Wuhan launched the construction of a smart and safe community. As a pilot, the Qingheju community took the lead in installing multiple sets of high-altitude parabolic probes to conduct “looking up” and “looking down” on multiple residential buildings for 24 hours. The collected information is summarized in the community police room, and staff closely monitor the parabolic objects at high altitude.

Change is almost between pitching. Now walking in the Qingheju community, the roads are clean and tidy, and there is no trace of garbage on the ground.

The community has become "smart" and the burden on community workers has been reduced. Gui Xiaomei, the secretary of the general branch of the Qingheju Community Party, said that in the past, she had to go to each house to publicize. At least 10 community workers were sent on a trip, and now she rarely runs errands.

Refinement and intelligence are extending to all aspects of community governance. The Qingheju community has also upgraded the smart car ban and unit access control system. There are fewer "psoriasis" stickers in the corridor, and the public security situation has also improved significantly. According to reports, Wuhan is comprehensively advancing the construction of smart and safe neighborhoods, helping to accelerate the transformation of grassroots community management services to "people-oriented" and "refining."

Interviews by reporters found that many shantytown communities have actively innovated in market-oriented operations and the use of new technology, which not only attracted social forces to participate in the improvement of community services but also improved management levels, which significantly improved the community's living experience.

Rehabilitation services, happiness in old age

Bathtub with massage function, portable call-to-call device with GPS positioning function, regular free medical examination and health data analysis ... In Donghuayuan Community, Fushun City, Liaoning Province, an intelligent retirement center was relocated for the coal mining subsidence area Residents, brought a new experience in elderly care services.

Fushun, an old city thriving on coal, has built a large number of miner houses in the mining area and the surrounding areas of the city, and has gradually become a large shanty town. Affected by coal mining, changes in geological conditions in the mining subsidence area have threatened housing safety. In 2004, Liaoning initiated the renovation of shantytowns across the province.

Donghuayuan Community is built for resettlement of residents in coal mining subsidence areas. Most of the elderly population is the biggest feature of the resettlement community in the mining subsidence area. According to statistics, there are more than 5,000 residents in the Donghuayuan community, including more than 6,000 elderly people over 60 years old.

"This is too useful. If there is an elderly person in the family, it really needs to be equipped with one." Pointing at a half-palm-sized portable call-for-call device, Zhang Jing, a resident of Donghuayuan Community, said that the old man there presses a button, here The command center's phone will ring and the old man's location will be displayed.

"Not only will the alarm be received here, but also the mobile phones of the elderly and children can be bound. At the same time, the alarm call will be received." Wang Jian, the partner of the community intelligent health care service and general manager of Liaoning Huiming Rehabilitation and Pension Service Co., Ltd. The elderly who need it, their children can also use GPS positioning to set up an "electronic fence". As long as the elderly step out of the fence, the system will automatically issue an alert.

This is a microcosm of the smart home in Donghuayuan community. To make life easier for the elderly, the community is equipped with a canteen and a physical examination office. Residents can receive regular medical examinations for free, and the medical examination data will be stored and analyzed for historical comparison.

Walking in the park, clean and tidy asphalt roads, spacious and regular green belts and simple fitness facilities are interspersed in the buildings. Walking outside the park, the bustling street stores, kindergartens that can be reached on foot, buses on the door ... service facilities are readily available.

"Originally, I just wanted to live in a safe place, but now it seems not only to be safe, but also to enjoy the happiness of old age." Said Chen Yufang, a resident.

Do what is practical and do difficult things. Local governments continue to increase protection for the needy groups, and the supply of housing services to special groups is also increasing.

By the end of 2018, more than 100 million residents nationwide had lived in spacious and bright new homes. From "living and living" to "living and living well", more efforts are needed to realize the dream. In this process, all localities and departments and the majority of party members and cadres should dare to take responsibility and be good at doing things, fulfill their responsibilities, overcome difficulties, and let the people gain a solid sense of gain, happiness, and security.
