Moderator: Hello everyone, welcome to the interview section of Tianmen.com. Today, the guest invited to our program is Comrade Guo Xinyan, Secretary of the General Branch and Chief of the Hanbei River Embankment Management Office, to communicate with all netizens on the city's progress in the construction of the Hanbei River Basin Engineering Project. Hello, Director Guo!
Guests: Hello host, hello everyone!
Moderator: The implementation of the Hanbei River Basin construction project is a popular project that is of great concern to netizens. It affects the vital interests of enterprises and the masses. It is of great significance to optimize the city's business environment and promote high-quality economic development in our city. . Director Guo is invited to introduce the situation of the Hanbei River Basin construction project to everyone.
Guest: OK. The diversion project of the Hanbei River was implemented from the winter of 1969 to the spring of 1970. It lasted 4 months, and mainly implemented the embankment filling, the trench excavation, the construction of culverts and the drainage pumping station. Due to short time, insufficient funds and huge projects, the supporting facilities of river trenching, clearing, flat beach, drainage, etc. have not been completed in accordance with the planning and design requirements, and the flood prevention and discharge capacity did not meet the design requirements.
Since the diversion of the lower reaches of the Tianmen River in the 1970s and the excavation of the Hanbei River to implement high-level river closure projects to the 1990s, the Hanbei River has been in operation for more than 20 years. Through the three years of heavy rain and flood inspection in 1980, 1983, and 1991, many problems have been exposed. . On the whole, the engineering effect is much lower than the original plan, and the flood control standards have not reached once in 20 years, which has affected the effectiveness of the project. Therefore, since the 1990s, Hubei Province has repeatedly prevented the Hanbei River from flooding, drainage, and water conservancy. Research and management have been carried out in the areas of schistosomiasis prevention and shipping.
The Hanbei River is a tributary of the north bank of the lower Hanjiang River. It consists of artificial rivers with a length of 97.6km in the upper and lower sections of the original Tianmen River. It flows through Jingshan County, Qujialing District, Zhongxiang City, Tianmen City, and Hanchuan in Xiaogan City. City, Yingcheng City, Yunmeng County, Xiaonan District, with a total length of 237.6km. The source of the Hanbei River comes from the southeast foot of the Dahongshan Mountains, Zhujiachong, Sunqiao Town, Jingshan County, passes through the Shimen Reservoir, which is about 10km long, flows south to Yangchang, Yushen Town, Tianmen City, and turns to the east, and enters northward at Wanjiatai, Tianmen City. The artificial river channel, along the north bank (left bank) along the east stream, includes tributaries such as Huangshui and Dafushui, and is injected into the Han River at Xingou Sluice, Xinhe Town, Hanchuan City.
The small river treatment projects that have been implemented in the Hanbei River Basin include: the Donghe Qingshuiyu Reservoir to Laolongdizha River Rehabilitation Project, the Tianmen Nangang River Liujiawan to Zhangjiao River Rehabilitation Project, and the Hanbei Hezao City in Tianmen City. River governance project, Zaoshi river water conservancy and blood prevention project in Tianmen City, and fishery salary section governance project in the upper part of the Hanbei River in Tianmen City; approved projects for construction include: Tianhe City Xihe River governance project; pending projects for approval: Tianmen Lushui River governance project, etc. Governance project. The total investment is about 18.2055 million yuan.
The Hanbei River has reached a certain scale after remediation and reinforcement in different periods. The elevation of the embankment and the cross section of most of the embankment sections have met the requirements, but the Hanbei River has not been dug in place according to the planning requirements, resulting in insufficient river flooding capacity. The upstream water level is too high. The Hanbei River is an artificial river with the same height interception in the Lake District of the Hanbei Plain. It receives all the incoming water from the original Tianmen River, Huangshui River, and Dafu Water, and floods into the river, which greatly improves the agricultural production conditions and people's living environment in the region. Floods on the Hanbei River were caused by flood pressure in the hilly areas, and supported by the high water levels of the Hanjiang and Yangtze Rivers. Since the formation of the Hanbei River diversion course, there have been congenital shortcomings such as insufficient excavation of the cross section of the river, untreated embankment foundation of the embankment through the lake, and insufficient compaction of the embankment. There are many hidden dangers in the "three-sided" project, which is a danger in every flood season. Due to insufficient flood carrying capacity of the river, and the flood discharge is often blocked due to the influence of the high water level of the Waijiang River, the high water in the river lasted for a long time, and frequently exceeded the design flood level, resulting in serious upstream waterlogging. Since the use of the Hanbei River, the dyke danger has increased every year during the flood season, and a lot of manpower, material and financial resources have to be expended for flood control and post-disaster reconstruction. The frequent floods and disasters in the Hanbei River have severely affected the people's production and life along the Hanbei River, which severely restricted the sustainable and stable development of industry and agriculture.
With the socio-economic development, the levee flood control standards have been raised or reached standards, etc., all have put forward higher requirements for the levee construction, and the scientific planning and systematic improvement of the Hanbei levee is imminent.
Document No. 1 of the Central Committee of 2011 put forward: "Efforts to endeavor to fundamentally reverse the lagging situation of water conservancy construction through 5 to 10 years of efforts. By 2020, the flood prevention, drought reduction and disaster reduction system will be basically established, and the flood prevention capacity of key cities and flood protection areas will be significantly improved. The drought resistance has been significantly enhanced. During the "Twelfth Five-Year Plan" period, key rivers (including major rivers and tributaries, rivers that flow into the sea alone, and inland rivers) have basically been treated in important river sections ... "In 2011, the No. 1 Document of the Provincial Government of the Hubei Provincial Party Committee also It states: "Implement the embankments of the main tributaries such as the Jingnan Four Rivers, Juzhang River, Hanbei River, and Fuying River."
The Hubei Hanjiang Embankment Reinforcement Key Project (Tianmen Section of the Hanbei River) and the Second Phase of the Hanbei River Flood Control Project (Tianmen Section) in Hubei Province are currently under implementation. Flood, the shortcomings project for the systematic management of the Hanbei River.

Moderator: What measures will be taken to improve the water environment and water ecology in the Hanbei River Basin?
River channels are not only important water conservancy facilities, but also an important part of the ecological environment. River regulation is a long-term project, the concept is the cornerstone, planning is the key, technology is the support, and management is the guarantee. Strengthening river regulation and returning it to its beautiful, pleasant, full of vitality is a major trend of urban construction and development today, as well as a good opportunity and challenge.
This short-board project has always strengthened ecological protection throughout the design and construction process, and coordinated the contradiction between the ecological base flow and construction in the North Han River Basin. The main practices are:
1. Man and nature live in harmony. The comprehensive regulation design of the river course fully takes into account the regulation capacity of the upstream reservoir to formulate flood control standards. While ensuring the safety of the water system, it vigorously promotes the advanced concept of natural ecological river construction and pays attention to restoring the original structural form of the river channel. On the premise of ensuring that flood control requirements are met, Adopt ecological bank protection technology to restore river bank ecological function.
2. Connect with the city's overall plan. The river regulation is coordinated with the upper-level water system planning, urban master planning and various approved plans to ensure the patency of the water system, meet the requirements of water activities, and focus on maintaining the natural attributes and ecological functions of the river.
3. Combination of ecological engineering and hydraulic engineering construction. Traditional water conservancy projects have neglected the ecological functions of rivers, and channelization and hardening have led to a decrease in the self-purification capacity of rivers and damage to ecosystems. In this river regulation, the concept of ecological engineering is introduced, and ecological engineering and water conservancy engineering are combined to meet the needs of human society while taking into account the health and sustainable development of river ecosystems.
4. Pay attention to the construction of water ecology, water landscape and water culture. While satisfying the functions of flood prevention, drainage, water diversion, shipping, etc., it also takes into account the comprehensive role of the river in the aspects of environment, ecology, landscape, leisure tourism, etc., to create a quiet, beautiful, natural environment, and promote the coordination of regional economic development and the environment.
5. Strengthen the concept of river basin management and break through the idea of "discussing water with respect to water". The water environment problem appears in the water body, but the root is in the land area. The river management should break through the idea of "discussing water with respect to water", starting from the basin as a whole, exploring the non-point source pollution mechanism of the basin, and strengthening the basin management.
6. Reasonable landscape design. The design of the riparian zone landscape should meet the principle of natural priority and overall optimization, prioritize the protection of the natural resources of the river, and realize the natural connection of the riparian zone landscape and the surrounding landscape.
7. Improve and reduce snail breeding environment. Eliminating schistosomiasis is the effective measure to control schistosomiasis. The project dredged the Hanbei River to improve and reduce the snail breeding environment.
Snail killing method: Protect the susceptible zone once with snail killing by spraying niclosamide medicinal solution; snail killing soil and snail dropping spoil on the surface of the embankment foundation are cleaned and sprayed with snail killing medicine in time.
Moderator: What is the current progress of the project?
Distinguished guests: After the project is approved, we have formulated an implementation plan based on the project construction tasks, and composed special construction, engineering, finance, and coordination construction classes to speed up the project construction tasks.
I. The Hubei Hanjiang Embankment Reinforcement Key Project (Hanbei River Tianmen Section) is divided into two years 2018 and 2019 for construction, which will be held on December 24 to 26, 2017 and September 21, 2018 at the Tianmen Public Resource Trading Center. Public bidding. At present, the dredging of the channel from Wanjiatai to Bayi Bridge in the estuary of the Hanbei River has been completed. The newly excavated channel from the left bank to the Hanchuan boundary below the Bayi Bridge has been basically completed. Not completed. Affected by the dredging and abandoning of the river, the construction of flood control roads at the top of the embankment began in August and is expected to be completed in December 2019. The project construction involves 1996.73 acres of land acquisition and resettlement involving 678 people in 159 households in six townships, including Hushi Town, Jiuzhen Town, Yanglin Office, Shijiahe, and Lushi Town along the Hanbei River, and 82 houses have been demolished.
Second, the second phase of the Hanbei River Flood Control Project (Tianmen Section) in Hubei Province was opened for public bidding on May 15, 2019 at the Tianmen Public Resource Trading Center. In July, the construction unit entered the site and completed 142,000 m³ of earthwork, 52,000 m³ of stone, 75,000 m³ of concrete, and about 59.35 million yuan in investment. The annual investment completion rate was 37.2%. The main construction task is planned to be completed by the end of December 2019.
Moderator: There are many departments involved in engineering construction projects, time is tight, tasks are heavy, and it is difficult. How do you ensure that the project construction progresses steadily?
Guests: According to the requirements of higher authorities, the construction of the short-slab project in the Hanbei River Basin must be completed by the end of 2019.In order to ensure the smooth implementation of the project, we have adopted the following measures:
First, strengthen organization and leadership. The municipal party committee and government attached great importance to the establishment of the Hanbei River Basin Engineering Construction Management Office in Tianmen City. The Secretary of the Municipal Party Committee, Mayor Zhuang Guangming, and Deputy Secretary of the Municipal Party Committee Lei Hua respectively visited the project construction site to guide the inspection. The tasks and responsibilities of the participating units were clearly defined through the task breakdown of the construction plan, and special working classes such as engineering, land acquisition and resettlement, finance, coordination, and logistics support were established. The main leaders focused on the tasks, and the leaders in charge of the specific tasks ensured that the construction tasks were in accordance with Goals require progress.
The second is to improve the working mechanism. Engineering, finance, coordination, logistics and other departments are set up under the Hanbei River Basin Engineering Construction Management Office in Tianmen City to formulate work plans and clarify job responsibilities.
Project construction management strictly implements the "four systems." Establish a project legal person responsibility system and a project bidding mechanism, and establish a multi-level supervision project management mechanism including government organizations at all levels and the public to ensure project quality.
A special account is set up for the management of project funds, and funds are channeled strictly, and a single approval is implemented to ensure that the special funds for the project are used exclusively and directly paid by the municipal finance without being withheld or misappropriated. Strengthen financial management, insist on spending in accordance with the prescribed expenditure range, and do not exceed the total investment. Adhere to the system of project final accounts and strict fund audits to ensure that project funds are implemented. Strengthen financial management, clear the property rights in a timely manner after the completion of the project to complete final accounts and financial delivery and use procedures to prevent the loss of state-owned assets.
The third is to strengthen communication and coordination. The length of the river for the short board project involves Tuishi Town, Yushen Town, Huangtan Town, Shijiahe Town, Jingling Office, Jiuzhen Town, Yanglin Office, Lushi Town, Hushi Town, Zaoshi Town, Jianghu Farm Baihu Branch, and other township offices. During the preliminary preparation and approval of the project, the Construction Office and the township offices held special meetings to extensively listen to the opinions of the village group secretary and representatives of the people along the line. Leaders of all township offices attach great importance to the establishment of corresponding special coordination work classes, implement work responsibilities, cooperate with the construction office to carry out project coordination work, and ensure the steady progress of project construction tasks.
The fourth is to strengthen supervision and inspection.
