On October 9, the website of the State Administration of Market Supervision released the Supplementary Notice of the Quality Supervision Bureau of the State Administration of Market Supervision on Further Regulating New Energy Vehicle Accident Reports.

The "Supplementary Notice" requires producers to be informed that if a new energy vehicle they produce, sell or import has a smoke or fire accident in the Chinese market, they should report the basic information of the accident to the Quality Development Bureau of the General Administration of Market Supervision within 12 hours after the accident. In the case of casualties or major social impact, the reporting time is shortened to 6 hours.

It is understood that the accident information includes basic information, vehicle information, power battery information, user information, and dealer information.

In addition, the "Supplemental Notice" also pointed out that producers should report the "New Energy Vehicle Fire Accident Information Form (Trial)" to the Quality Development Bureau of the General Administration of Market Supervision within 48 hours after the accident. At the same time, the producer should also keep the vehicle in the state after the fire accident rescue, in order to carry out subsequent fire cause analysis and in-depth investigation of the accident.

At the same time, after a new energy vehicle fire accident occurs, manufacturers should actively check whether vehicles of the same model, same batch or using the same parts have hidden fire safety hazards. After investigation, if there is a potential fire safety hazard, the producer should implement the recall as soon as possible in accordance with the relevant provisions of the “Regulations on the Administration of the Recall of Defective Automobile Products” and the “Implementation Measures on the Regulations on the Recall of Defective Auto Products.

The Defective Product Management Center of the General Administration of Market Supervision will organize experts in the new energy vehicle accident investigation cooperation network to carry out in-depth investigation and analysis of vehicle fire accidents, defect risk assessment and judgment, and so on, according to the report of the manufacturer's accident information.

The Quality Development Bureau of the General Administration of Market Supervision will launch defect investigations based on accident investigations and risk assessments, and issue risk warnings to consumers when necessary.

It should be noted that if a new energy vehicle causes a traffic accident due to out-of-control or unexpected acceleration of the vehicle, the producer should report to the Quality Development Bureau of the General Administration of Market Supervision in a timely manner with reference to the above time-limit requirements.

The release of the "Supplementary Notice" has once again strengthened the safety recall supervision of new energy vehicle products and further standardized the new energy vehicle accident reporting system.
