"When does Tianmen open a bus to Yuekou?"
"When can Tianmen Bus be opened to Henglin Town?"
"Is the bus from Jiuzhen to Tianmen considered to be replaced with a new energy vehicle?"
Recently, on the Tianmen Network “Exclusive Board of the Secretary of the Municipal Party Committee”, when will towns and villages be able to open buses?
In the past two years, with the upgrading and upgrading of the transportation network, the integration of urban and rural areas has been accelerated. From "goes well" to "goes well" to "goes fast", the travel requirements of the masses have also increased. The higher the desire to promote the integration of urban and rural public transport is growing. How far is it to achieve urban-rural integration? In the past few days, reporters conducted interviews.
The masses look forward to public transport to the countryside
At 10 am on the 16th, next to the gate of Donghu Park, a yellow rural passenger car was waiting to depart. This is the starting point of the Jiuzhen passenger bus line. There are already more than 10 passengers on board. In the compartment, the tightly seated seats seem a little crowded.
"When will there be a bus directly?" Ms. Yang loosened her neckline after loading the two large packages of goods into the car. She runs a clothing store in Jiuzhen Town and often needs to buy goods between Tianmen City and Jiuzhen.
"Last year I said I had to get on the bus, but it still hasn't changed yet." Ms. Yang told reporters that a trip to Tianmen now costs 3 yuan, which is not much different from the bus fare. The key is that it takes too much time to depart. Can't wait at all. " In her opinion, the gap between rural passenger transport and public transport is not limited to this. The environment of buses is much better than that of rural passenger transport vehicles. "Not to mention fare concessions, the comfort of buses is not comparable to that of rural passenger transport lines." .
Xiao Ying, who works in Henglin Town, also has the same confusion. It takes less than 10 minutes to drive from the town to Tianmen City, but it often takes more than an hour to wait for a transfer or transfer. Very inconvenient. "Every morning I get to work, waiting for a car, changing trains, and time is running out," she said.
During the interview, the reporter learned that many people expect buses to go to the countryside. At present, in addition to the urban area, there are buses in Xiaoban, Yanglin, Huangtan and other towns in our city, and special buses have been opened in Yushen Town, and the most strongly reflected by the masses are Jiuzhen, Henglin, and Mawan. Suburban town.
Resistance to the countryside
As early as 2016, the city has formulated the urban public transport development plan, including the township public transport reconstruction work within 20 kilometers of the urban area, and gradually implemented it. Why is this plan so difficult to land?
According to the relevant person in charge of the Municipal Road Transport Administration, the opening of a township bus line is not a simple change of rural passenger cars to buses, which involves many problems and contradictions.
Take the salary line as an example. This is a new bus line added in January 2017. The opening of this line has gone through many twists and turns.
At that time, the municipal government planned to open a bus line to Huangtan. This plan may lead to the crisis of the source of fishermen's rural passenger line operators. This caused conflicts. After a stalemate for more than a year, Han Yu finally ended up The company repurchased all the vehicles on the Yushen line to solve the problem. Yushen has also become the farthest township in the city's bus line.
In fact, because there is no rural passenger train line in Huangtan, and Yumeng passenger train line is operated by Tianmen Hanyu Company, there are a total of 16 vehicles. This time the public bus is purchased by the company, and the resistance is not great.
Compared to this line, the other lines are much more complicated. The person in charge stated that the opening of a bus in a township often involves the problem of multiple townships and operating companies on one line, which needs to be considered in a coordinated manner and promoted simultaneously to reduce unnecessary contradictions and problems. However, there are a total of 11 companies operating in the rural passenger transport lines in this city, which has brought greater resistance to the city's promotion of urban-rural integration.
Gradually implement bus to the countryside
Although there are many contradictions and pressures, the municipal government and the transportation department have not stagnated as a result of the reform of the public transport system.
In 2013, the municipal government invested more than 4 million yuan to build 34 harbor-type waiting shelters; in September of the same year, 28 new natural gas buses, 6 and 7 buses were added, and night bus delayed services were provided for the main urban area.
In 2017, the use of urban bus contracting operation rights expired to fully realize the replacement of public transport, increase routes and coverage, and gradually extend to townships.
As of now, there are 180 buses in the city and the number of lines has increased to 13. The municipal government subsidizes 12 million yuan per year to ensure the normal operation of the bus.
In response to the difficulties and problems faced by the public transportation to the countryside, the Municipal Transportation Bureau has also conducted study and research in many places abroad, focusing on solving the problems encountered in the reform of the public transportation system. Some experts suggest that the existing business owners can be integrated as shareholders, a joint-stock company can be established, new energy buses can be purchased, and the resistance from the business owners can be resolved.
In the view of Zhou Yahui, deputy director of the Municipal Transportation Bureau, it is an inevitable trend for buses to go to the countryside. The transportation department has plans, but this cannot be done overnight. At present, the department has formulated a practicable implementation plan to gradually promote rural passenger trains to realize public transport transformation based on the expiration of vehicle management rights and vehicle replacement.
At the same time, in the process of promoting the integration of urban and rural public transportation, the Bureau will choose energy-saving, environmentally-friendly, safe and comfortable vehicles in accordance with the requirements of the masses, so that the masses can travel more conveniently and comfortably.
